Commercial diving in Poland is considered as an "Regulated Trade". That means that there is a license required- diving contractor have to develop and certify health and safety management system (OHSAS 18001 or PN-N 18001). It is penalized to preform diving work or even hire diving contractor without certificate (client is penalized as well as contractor). Then on top of that for work at sea, in harbors you need to have a permit from Maritime Office - you need to deliver them mentioned certificate and certificates of diving team. Same requirement is for working inland but only on waterways. Working inland everywhere else doesn't need permit but still 18001 certificate as a commercial diving contractor license is a must.
